The MoU outlines the Government of Bihar's commitment to developing industrial park projects across various districts, necessitating timely land acquisition. The Infrastructure Development Authority, Bihar (IDA), has been tasked with facilitating these initiatives, which include land acquisition and the development of enabling infrastructure.

HUDCO will assist in the planning, development, and financing of the proposed industrial parks, ensuring a time-bound execution in line with state regulations. The financial assistance will be provided in tranches through a designated statutory authority, with flexible terms including a moratorium period and a repayment schedule of up to 25 years.

The repayment of the loan will be managed through revenue generated from the projects or by securing other revenue sources. The MoU is valid for three years, subject to annual review.

In July 2026, HUDCO signed another MoU with Bihar to provide up to Rs 1 lakh crore for urban infrastructure projects, including Greenfield Satellite Cities. This earlier agreement also featured flexible financial terms similar to the current MoU.
